Harris Road Complete Streets Feasibility Study Survey

The City of Pitt Meadows is exploring ways to transform Harris Road into a "Complete Street" as recommended in the City’s 2023 Active Transportation Plan, prioritizing accessibility for all ages and abilities while balancing the needs of all road users, and considering the feasibility and associated costs.

Why is this project important?

Assessing the feasibility of a complete street is the next step towards enhancing active transportation in Pitt Meadows and informing future decision-making.

Project Goals

  • Review options for implementing complete street elements into existing right-of-way
  • Develop high-level concept designs
  • Guide capital budget planning for potential future implementation
  • Understand maintenance requirements and associated service level

This survey will take approximately 10 – 15 minutes to complete.

Where on Harris Road are changes being explored?

Changes to Harris Road are being explored along the entire urban corridor - from Fraser Way to Lougheed Highway.

This project identifies 7 project segments within 4 groupings:

  • Segments 1-2: Fraser Way to Fieldstone Walk
  • Segment 3: Fieldstone Walk to Hammond Road
  • Segments 4-7: Hammond Road to Lougheed Highway
  • Segment 6: Railway Crossing


What design options are being explored?

3 different concept design options are being explored for each of the segment groupings. We are assessing what may be feasible within the existing roadway to better understand all aspects of potential future implementation.

  • There are more than 7 major intersections, 12 pedestrian crossings, and a railway crossing to consider.
  • The road right-of-way width varies along the corridor.
  • All concept design options consider the project objectives and existing conditions.


Concept Design Option 1: Retrofit

  • Uses the existing painted bike lane space to implement a AAA-protected bike lane
  • Includes upgrades to bus stops and improvements for pedestrians and cyclists at intersections
  • Limits the impacts on the remainder of the existing right-of-way
  • Maintains the majority of existing trees and utilities


Concept Design Option 2: Reconstruction

  • Uses the full extent of the existing right-of-way to implement a more ‘complete’ street
  • Includes more space for roadside boulevards and wider sidewalks alongside the AAA-protected bike lanes
  • Includes upgrades to bus stops and intersections for pedestrian/cyclist safety
  • Involves greater impact on existing trees and utilities with the frontage zones


Concept Design Option 3: Hybrid

  • A hybrid of Options 1 and 2
  • Uses more of the existing right-of-way on the west side to implement a wider sidewalk and a ‘frontage zone’
  • Involves a retrofit approach similar to Option 1 on the east side
  • Allows improved pedestrian facilities and a frontage zone on the west, where the majority of businesses are located
  • Limits impacts to existing trees and utilities on the east
